Western Australia's opposition has condemned a $30 million government advertising push to promote its renewable energy transition, arguing the funds would be better spent on upgrading power infrastructure. Premier Roger Cook launched the 'State of Energy' campaign in March, but shadow energy minister Steve Thomas says the plan will leave lights out by 2029.
Campaign Scope and Spending
The 'State of Energy' campaign, announced by Premier Roger Cook in March, will run across TV, radio, print, online, cinema and billboards, with $12 million earmarked for a global push to attract international investment. By comparison, Lotterywest reported spending $19 million on advertising in 2024-25, making this one of the state's largest advertising efforts to date.
The domestic component includes a three-and-a-half page spread in the state's only daily newspaper, highlighting that renewable energy generation on WA's main grid has almost tripled since Labor came to power. It also advertises the government's plan to fast-track three new wind farms and its domestic gas reservation scheme, which it says backs renewables and batteries to secure reliable energy for households.
Opposition Criticism and Timeline Doubts
Shadow energy minister Steve Thomas said the money would be better spent on upgrading facilities, noting that 'there's still not enough generation and not enough transmission in the plan the government has to date.' He warned that under the current plan, 'the lights will go out by 2029,' and that $30 million could instead buy a new substation or upgrade transmission lines to improve reliability in certain suburbs.
A government spokesperson dismissed the opposition's stance, saying it had 'no credible plan for WA's energy future' and 'has no credibility on the issue.' The campaign aims to 'ensure Western Australians continue to be actively engaged in the state's energy transition' and to promote 'Western Australia's industry capabilities and competitive advantage as a renewable energy powerhouse to global investment and trade partners.'
Expert Skepticism on Advertising Strategy
Curtin University associate professor Katharina Wolf questioned whether advertising is the best way to attract investment, stating that 'advertising is probably not the first avenue I would consider because advertising is mass media.' She argued that deals are made in one-on-one meetings and boardrooms, not around big billboard advertising, and that most government campaigns treat evaluation and measurement as an afterthought.
The government says the global campaign will be measured across key metrics such as awareness of Western Australia and interest in coming to the state to live, work, study or invest. The domestic campaign's key metrics include public awareness, understanding and literacy around the transition, and public confidence in the benefits of the transition.
