Morocco's Justice and Development Party (PJD) rose to prominence after the 2011 constitutional reforms, winning 107 of 395 parliamentary seats and forming a government under Abdelilah Benkirane. After a brief resurgence in 2016, the party suffered a devastating defeat in 2021, dropping from 125 to just 13 seats. Now, with Benkirane returning to lead, the PJD is charting a path toward recovery through a new programme and internal restructuring.
From Reform Champion to Electoral Outcast
The PJD's journey began in November 2011, when it won 107 of 395 seats in Parliament following widespread protests calling for political reform and greater accountability. Abdelilah Benkirane became head of government, leading the party through a period of significant political change in Morocco. The 2011 constitutional amendments expanded the formal powers of Parliament and government while retaining significant authority for the monarchy, creating a framework within which the PJD operated.
In the 2016 election, the party increased its parliamentary representation to 125 seats, but Benkirane struggled to form a governing coalition. In March 2017, King Mohammed VI ended his mandate and appointed Saadeddine Othmani to replace him. The PJD remained in government until its dramatic collapse in the September 2021 election, where it fell from 125 seats to just 13, losing 112 seats in a single election cycle.
A New Programme and Internal Reorganisation
The PJD's 2026 programme contains 467 measures across five broad areas: identity and family; political and institutional reform; public services and social protection; the economy and employment; and foreign policy. Saad al-Sabahi, who works with the PJD's regional secretariat in Casablanca-Settat, said the programme was developed through studies, consultation meetings and proposals submitted through an online platform, reflecting a commitment to broad-based input from party members and the public.
The party says one of its main lessons from the 2021 defeat has been the need to reorganise internally and examine more critically its years in government. Benkirane's return raises questions about how much of the PJD's comeback is built around his personal brand and media presence. The party has accused unnamed actors of undermining democratic choice and pointed to what it describes as electoral corruption and disinformation, though these claims remain unverified by independent sources.
The Israel Question and the Limits of Government Power
The clearest example of the PJD's challenges is its position on Israel. The party has campaigned against Morocco's normalisation with Israel and continues to support the Palestinian cause. Its 2026 programme explicitly calls for opposition to normalisation, yet Morocco restored diplomatic ties with Israel in 2020 while the PJD was in government. On September 16, Morocco and Israel agreed to elevate their diplomatic missions to embassy level and appoint ambassadors, further advancing the relationship.
Benkirane repeatedly referred to 'ghosts and crocodiles' as a metaphor for powerful or hidden interests that he said had obstructed his government when it was in power. The PJD reaffirmed its opposition to normalisation the day after the September 16 agreement, describing its position as longstanding. However, the question remains: if such forces were powerful enough to constrain the government then, what has changed? The PJD has made clear that the change it seeks is from within Morocco's existing political and constitutional system, rather than a challenge to the monarchy itself.
