Trans Nzoia Governor George Natembeya has publicly criticised President William Ruto's directive targeting foreign nationals in small-scale businesses, accusing the administration of using immigration enforcement as a political tool ahead of the next general election.
Political Motives and the 90-Day Grace Period
Natembeya argued that the government is focusing on undocumented foreigners to register them, issue identification cards and enrol them as voters, noting there is no vetting process in place. He said President Ruto himself opened the borders and stated that even foreigners should be granted identification cards, yet the current directive appears to contradict that earlier stance.
The government has granted foreign nationals engaged in business in Kenya a 90-day window to sort out their immigration, work permits, registration and licensing before enforcement agencies crack down on those operating without the necessary permits.
Regional Concerns and the Risk of Discrimination
Natembeya warned that the directive could jeopardise the East African Community's efforts to facilitate the free movement of people, goods and services across the region. He cautioned that if Kenya starts discriminating against and harassing foreign nationals, it must remember that many Kenyans have children and relatives living in Burundi, Rwanda and other neighbouring nations.
Foreign Affairs Principal Secretary Dr Abraham Sing'oei clarified that President Ruto's comments regarding foreign traders were misinterpreted, emphasising that those with proper legal documentation will not face any bans. He also pointed out that Kenya's challenging business climate, particularly regarding taxes, has driven investors to neighbouring countries like Tanzania, Uganda, Rwanda and Burundi.
Debt Criticism and Personal Remarks on Ruto
Natembeya did not hold back when he pointed fingers at the Ruto administration, saying they have made Kenya's debt situation even worse. He argued that borrowing has skyrocketed in just the last four years, with the amount borrowed by Ruto in four years doubling what Uhuru Kenyatta borrowed over a decade.
Despite his sharp criticisms, Natembeya emphasised that he holds no personal grudges against President Ruto. He stated that even if Ruto visits his home, they can share a meal of ugali, but if he arrives with an escort and motorbikes, he won't be entering his house, adding that his disagreement is with Ruto's performance as President.
