The U.S.-backed Board of Peace presented a six-month, $2.45 billion plan to kickstart reconstruction and governance in Gaza at a New York meeting on Wednesday, even as the broader ceasefire framework faces significant implementation hurdles.
A 66-Project Plan for Immediate Reconstruction
At a board meeting held on the sidelines of the U.N. General Assembly in New York, the group unveiled a 66-project blueprint designed to jumpstart rebuilding efforts across Gaza. The initiative encompasses ambitious infrastructure, education, and health programs intended to support the wider Trump administration plan to end the Israel-Hamas conflict.
The board acknowledged the staggering financial scale of the task ahead, noting that full reconstruction of physical damage will require roughly $35.2 billion over the medium term, with an additional $71.4 billion needed in the next decade to fully restore the war-devastated territory.
Ceasefire Stalls as Occupation Expands
Although the ceasefire took effect on Oct. 10, the broader vision has largely stalled. The Israeli military now occupies approximately 60% of Gaza's territory, while Hamas has refused to disarm and the international peacekeeping force and new Palestinian government have yet to enter the enclave.
The vast majority of Palestinians remain displaced, living in tent camps or the ruins of their former homes. Nikolay Mladenov, the board's high representative, emphasized that progress depends heavily on Hamas laying down its arms, a step the group has consistently refused to take.
Military Strategy and Security Transition
U.S. Gen. Jasper Jeffers, commander of the planned international stabilization force, outlined a five-step approach to demilitarizing Hamas. The first wave will include troops from Kosovo and Morocco, followed by additional personnel from Albania and Kazakhstan, tasked with dismantling Hamas military infrastructure.
The ultimate goal is to gradually transfer security control to an interim government, after which Israel is expected to withdraw its forces. Gen. Jeffers and Mladenov both stressed that the plan is not bound by a rigid calendar, but that the board wants to ensure the framework works before proceeding.
