Somalia has chaired the inaugural meeting of trade ministers from countries participating in the Horn of Africa Integration Initiative (HoAI), held in Addis Ababa, Ethiopia. Minister Jamaal Maxamed Xasan urged member states to move beyond political commitments and take concrete steps toward a unified economic space that benefits traders and citizens across the region. He emphasized the importance of adopting and implementing the 2026–2031 Trade Facilitation Plan and establishing a regional trade facilitation committee to strengthen economic integration among HoAI member countries.
The minister also called for enhanced cooperation, investment, and participation from the private sector and specialized agencies to transform regional plans into tangible outcomes. He stressed that the initiative aims to reduce barriers to trade and improve the movement of goods across the Horn of Africa.
Summit Prioritizes Trade Corridors and Digital Services
The summit placed special focus on developing trade corridors, streamlining customs procedures, connecting ports and landlocked countries, modernizing borders, expanding digital services, and increasing trader participation. These priorities reflect the broader goal of building a connected regional economy under the HoAI framework.
Ministers from Ethiopia, Djibouti, Kenya, South Sudan, and Sudan expressed their support for the new trade facilitation plan and the establishment of the regional committee. The discussions underscored the need for coordinated efforts to overcome logistical and regulatory challenges hindering intra-regional commerce.
Germany Confirms Support for Regional Trade Agenda
Speaking on behalf of development partners, the German government confirmed its continued support for the regional trade agenda. It underscored the importance of leadership by member states and the need to coordinate technical and financial assistance to ensure the success of the initiative.
The summit marks a new step toward coordinated regional cooperation aimed at building an integrated economy that benefits the people and businesses of all HoAI member states. The vision envisions an Africa where borders are connected economically, allowing goods, services, and opportunities to flow freely across the Horn.
