Somalia has hosted the inaugural meeting of trade ministers from the Horn of Africa Initiative, bringing together officials from Ethiopia, Djibouti, Kenya, South Sudan and Sudan to advance regional economic integration.
Opening Remarks and Regional Vision
The Minister of Commerce and Industry, Ambassador Gamal Mohamed Hassan, opened the session and called for the region to move toward a single shared economic space, shifting from political commitments to tangible measures visible to traders and the public.
He urged the approval and implementation of the Regional Trade Facilitation Action Plan for 2026 to 2031, the establishment of a Regional Trade Facilitation Committee, and the nomination of member-state representatives within the set timeframe.
Development Partners and Initiative Background
Germany, speaking on behalf of development partners, confirmed continued support for the regional trade agenda and stressed the importance of country-led leadership, coordinated technical and financial assistance, and a clear implementation framework.
The Horn of Africa Initiative was established in October 2019 by the finance ministers of Djibouti, Ethiopia, Eritrea, Kenya and Somalia, with the African Development Bank, the European Union and the World Bank as original partners.
Somalia's Evolving Trade Position
Somalia acceded to the East African Community and completed domestic ratification of the African Continental Free Trade Area agreement on 31 July, while the Council of Ministers approved a Rules of Origin Bill on 6 August granting duty exemptions to goods with thirty percent or more Somali content.
The Minister who chaired the Addis Ababa meeting is the same official who presented that bill to the Cabinet, demonstrating a continuous argument linking rules of origin, customs simplification and trade corridors to turning Somalia's geographic position into revenue.
