President William Ruto announced on Sunday that Kenya will no longer export raw minerals, declaring a new national policy to process all available resources domestically before export.
Ruto Announces National Policy Shift
President William Ruto declared during a thanksgiving service in South Horr, Samburu County, that Kenya will process all minerals available in the country before exporting them. He stated that the government has taken a firm decision to stop exporting raw materials, whether that involves soda ash, oil, or any other mineral resource.
The President argued that it is imprudent for any government to export raw materials and create jobs and value in other countries while Kenya has a large population of young people who need employment. He emphasized that the nation must retain the economic benefits of its natural resources.
Lake Magadi Operations Suspended
The announcement comes after operations at Lake Magadi in Kajiado County were suspended on July 28, 2026, following a directive from the Ministry of Mining, Blue Economy and Maritime Affairs. The suspension relates to compliance and licensing issues involving Tata Chemicals, which has been associated with soda ash production at the lake for more than a century, with operations tracing back to 1911.
Ruto said the government wants to give five, six or even 10 companies an opportunity to use the resources at Lake Magadi to create jobs, value, create wealth and reduce poverty. He accused the existing model of allowing valuable resources to leave the country while Kenya receives less economic benefit than it could.
Plans for Local Processing and Investment
Under the proposed approach, minerals such as gold, limestone, iron ore, graphite, titanium and soda ash would be processed or refined in Kenya before being exported. The government says this would create industrial jobs, strengthen local supply chains and increase the value of exports.
Ruto cited planned cooperation with Nigerian businessman Aliko Dangote as an example of the investment model the government wants to pursue. He said talks were underway to establish an oil refinery and petrochemical complex in Lamu, alongside efforts to attract investors into mineral refining.
