He noted that the continent comprises 54 member states, representing more than a quarter of the assembly, yet holds no permanent voice in the council charged with international peace and security.
Ruto described the situation as one of perpetual marginalisation, stating that Africa is frequently the subject of Security Council decisions and is permanently discussed, yet permanently excluded from the deliberations that shape its future.
Historical Context and the Need for Reform
The Kenyan president reminded the assembly that the Security Council was established at a time when most Africans had neither a nation at the table nor a voice in shaping the institutions that would govern the peace. He argued that while the world has transformed since then, the Council itself has remained unchanged.
Ruto urged the body to reflect the world's evolution, asserting that the global landscape has shifted dramatically since the council's creation, leaving it ill-equipped to represent the current geopolitical reality.
Broader African and International Support
Ruto's remarks echoed a similar call made by outgoing UN Secretary-General Antonio Guterres the day before, who stated that a 21st-century Security Council without permanent African representation is unjust and indefensible.
South Africa's Permanent Representative to the UN, Ambassador Mxolisi Sizo Nkosi, also confirmed that Security Council reform is an important part of the country's agenda, underscoring the continent's unified push for greater influence at the world body.
