Human rights organisation FairSquare has formally urged FIFA to declare Gianni Infantino ineligible for another presidential term, arguing he has already exhausted the three-term limit enshrined in the governing body's statutes.
FairSquare Challenges 2022 Ruling
In a letter to FIFA's Governance, Audit and Compliance Committee, FairSquare argued that the 2022 interpretation allowing Infantino to count his interrupted 2016 mandate separately was inconsistent with FIFA statutes. The complaint was drafted with assistance from Miguel Maduro, the former head of FIFA's independent Governance and Review Committee.
FairSquare's Director Nicholas McGeehan told Reuters that the complaint provides clear evidence of a breach of rules that sets a dangerous precedent. He added that FIFA cannot circumvent the three-term limit by claiming Infantino's first term does not count.
Transparency Concerns and Growing Opposition
FairSquare also questioned the transparency of the 2022 ruling, noting the committee never published its reasoning. McGeehan said the lack of explanation and the timing of the decision, two days before the Qatar 2022 World Cup final, suggests FIFA knew there was no basis to discount Infantino's first term.
Infantino faces mounting scrutiny ahead of next year's FIFA Congress in Morocco on March 18, where he is expected to seek re-election for the 2027-31 cycle. UEFA, the Asian Football Confederation and CONCACAF called for a review of his conduct after FIFA proposed a $20bn subsidiary linked to its competitions.
Confederations Split on Infantino's Future
Scottish Football Association chief executive Ian Maxwell told the BBC that his federation would not support Infantino's re-election. Several national associations have voiced concerns, though Infantino retains the backing of the African and South American confederations.
Sources with knowledge of the situation told Reuters that the three confederations viewed the letter as an opportunity for Infantino to quit with his dignity intact. Maduro stated that the principle of term limits was a fundamental aspect of the 2016 reform aimed at limiting power.
