UEFA has threatened legal action, arbitration and regulatory complaints over the FIFA Forward Enterprise (FFE) plan, demanding immediate preservation of all documents related to the proposal. UEFA vice-president Laura McAllister called the governance process 'abysmal' and said the body is 'actively considering' proceedings against FIFA.

Wales publicly withdrew its backing for Infantino's bid for a fourth term, with England's Football Association expected to follow suit. Serbia, Sweden and Finland have also withdrawn their support, while Morocco, Qatar, Lebanon, Kuwait and Sri Lanka remain among those pledging backing for his leadership.

The Vote and the Path to Resignation

Infantino is set to stand for re-election in March and would need 106 votes from FIFA's 211 members to win. UEFA holds 55 votes, Africa 54, Asia 46, Concacaf 35, Oceania 11 and Conmebol 10, with the Asian Football Federation standing in solidarity with UEFA and Concacaf.

The FIFA Council could force Infantino to resign through an emergency meeting if 19 of the 37 council members call for one, with the meeting required within two weeks. The council includes UEFA's nine members, AFC's seven, Concacaf's five, Africa's six, Conmebol's five and Oceania's three, plus Infantino and secretary general Mattias Grafstrom.

Investor Backing and the FFE Plan

FIFA proposed creating a commercial subsidiary to run its main events, inviting third parties to make minority, non-controlling investments. Thrive Eternal was expected to lead the investor group, with Thrive being an American venture capital firm founded by Joshua Kushner, brother of Jared Kushner.
