Olympic body says complaint falls outside its ethics jurisdiction
The IOC will not require FIFA leader Gianni Infantino to explain how U.S. President Donald Trump helped halt a World Cup player ban. On Friday the IOC said it lacks jurisdiction over Infantino's alleged political neutrality lapse.
Complaint and Olympic neutrality rules
A London-based NGO this month filed a formal complaint with the IOC ethics commission about Infantino, citing his role in ensuring U.S. forward Folarin Balogun avoided a mandatory one-game ban after a red card. The Olympic Charter lists neutrality among fundamental principles for FIFA and its 100-plus members, including Infantino since 2020.
The rights group FairSquare submitted the complaint, but the IOC said no formal investigation will open because it did not concern FIFA's or Infantino's specific Olympic relations. The complaint 'refers only to (FIFA's) decisions on its governance and its management, including its relations with government, and to (FIFA's) implementation of the rules of its sport'.
Jurisdiction and ethics body limits
The IOC stated the matter is beyond its purview: 'Consequently, the complaint falls outside the IOC ethics commission's jurisdiction'. The ethics body cannot independently launch probes or sanction officials, but may advise the executive board led by President Kirsty Coventry.
Coventry attended the World Cup final last Sunday in East Rutherford, New Jersey. In the past eight years, only one IOC member faced action for misconduct: Sheikh Ahmad al-Fahad al-Sabah, known as the 'kingmaker' of Olympic elections.
Scope of IOC oversight
The case highlights limits of IOC oversight over member federations. Infantino remains an IOC member yet the body will not examine his conduct tied to governmental influence in FIFA governance decisions under existing charter provisions.
With only one sanction in eight years, the IOC's record shows restrained use of ethics powers. The FairSquare complaint underscores tensions between sporting autonomy and political neutrality obligations for global football leadership.
