FIFA President Gianni Infantino has written to all 211 member associations offering $40 million if they support his plan to sell shares in major tournaments, with a September 19 deadline for an initial $20 million payout.
The Proposal and the Deadline
Infantino signed a five-page letter outlining the benefits of his proposal, which aims to create a commercial company to manage FIFA's most important events, including the World Cup, allowing external investors to buy shares. The letter states that if member associations respond well within the final deadline, $20 million will be received 'immediately' starting from January 1, 2027.
The FIFA proposal that FIFA must consider input from those contributing to the development of the sport has raised concerns about expanding tournaments, while plans for the 2030 World Cup involving 64 teams hosted jointly by six countries from three continental confederations are intensifying. The 2030 World Cup expansion would significantly impact the football calendar, which was already congested and partly due to the expansion of European tournaments.
Global Backlash and Governance Concerns
Opposition to the plan was very strong, with many describing the lack of a proper process as the primary source of their concern. A spokesperson for the FA said: 'We are completely unaware of the proposal and do not have key details, including what the proposal actually is and the conditions attached to it. Based on the limited information, we are deeply concerned about the lack of process and governance to reach this level, and the apparent substance and principles involved.'
UEFA has taken an unusual step by responding to FIFA's plans before they were officially announced on Tuesday, responding to early reports in newspapers. UEFA has condemned the plans, stating they have 'gone beyond acceptable limits'. It plans to hold an emergency meeting with all 55 members by end of week to work on an action plan. UEFA is aware that any tournament organized by FIFA without its participation would have a very low value.
Accusations of a Vote-Buying Campaign
La Liga President Javier Tebas accused Infantino of trying to buy votes before the next FIFA Congress in March, stating: 'It is not a restructuring. It looks like an election campaign funded by the future of football. Development cannot be used to buy votes or silence. FIFA tournaments and commercial rights are not personal property of Infantino. Anyone who mixes politics, ethics, money and power without transparency cannot lead. Infantino is not the solution to FIFA's management. He is the problem.'
CONCACAF, which hosted the previous World Cup, has also expressed concern about what happened. CONCACAF stated: 'We are deeply concerned about the proper process not being followed.
