FIFA insists 'nobody is selling football' after UEFA threatened to boycott tournaments if plans to sell a stake in the World Cup proceed. President Gianni Infantino has publicly backed the creation of FIFA Forward Enterprise (FFE).
UEFA and CONCACAF reject proposal
UEFA reacted furiously to FIFA's plan to seek private investment in competitions including the World Cup. Its opposition is described as 'unanimous and unequivocal', and it voted on Thursday to boycott World Cups if the plan proceeded.
CONCACAF, representing 41 nations from North and Central America and the Caribbean, also made clear its opposition, saying it 'rejected the proposal'. UEFA and CONCACAF together hold 96 of FIFA's 211 member votes.
FIFA outlines consultation and investor plan
FIFA claimed the consultation process was 'disrupted by incorrect media reports'. It said FFE was proposed 'to ensure all FIFA member associations have the opportunity to take meaningful ownership of the commercial opportunity of football in their respective countries'.
FIFA added FFE 'does not come at the cost of either the spirit or the governance of FIFA or football itself'. If approved, Thrive Eternal is expected to lead investors; the firm was founded by Joshua Kushner, brother of US President Donald Trump's son-in-law Jared.
Voting math and financial incentives
FIFA's 211 members require 106 votes in favour for the proposal to pass. Infantino wrote to members promising $40m (£30m) if they back the plan, with a 19 September deadline to access an initial $20m (£15m).
UEFA accused FIFA of using football 'to enrich themselves and their friends'. European and world leagues also oppose the plans, fearing commercial drives will expand tournament frequency and intrude on domestic schedules.
