Club avoids points deduction on appeal as self-reported agent payment violations are resolved
Chelsea have been fined £10 million ($13m) and given a suspended two-window transfer ban after admitting 74 breaches of Football Association agents rules. A suspended six-point deduction was set aside on appeal and replaced by the ban, suspended until June 30, 2027.
FA charges and appeal outcome
Chelsea were charged by the FA in September for breaches relating to regulations covering agents, working with intermediaries and third party investment in players. The club's new owners self-reported the breaches in 2022 while buying the club from Roman Abramovich.
Chelsea FC admitted the 74 breaches of FA Rule E1.2 before a hearing, and a Regulatory Commission imposed a six-point suspended deduction and £10m fine. The club appealed, and an Appeal Board set aside the points sanction, imposing a two-window registration ban suspended until 30 June 2027.
Self-reporting and financial details
The fine was set at £26m, reduced by a third to £17.25m for self-reporting and exceptional co-operation, then to £11.4m for early guilty plea, and £10m due to prior Uefa and Premier League fines. The £10m will be invested into grassroots football.
Owners Todd Boehly and Clearlake Capital self-reported the breaches in 2022. Chelsea admitted £47m in secret payments to unregistered agents and third-parties between 2011 and 2018. All breaches relate to the Abramovich ownership period.
Club response and further context
Chelsea stated: 'In 2022, the club self-reported potential historical rule breaches to all applicable regulators. Following that report, it has worked openly and transparently with all regulators, including voluntarily and proactively disclosing many thousands of documents.'
The FA added that it 'is continuing to investigate individual misconduct arising out of this case.' The regulatory commission said: 'Had the club not brought these matters to the attention of the FA, it is unlikely that they would have been discovered.'
