The Federal Government of Somalia has recently intensified efforts to implement a 5% value-added tax (VAT), describing it as a key tool for boosting domestic revenue and funding essential services. Officials have repeatedly emphasized that the tax should be applied fairly and uniformly across all businesses and consumers.
However, a Goobjoog investigation shows that VAT collection is heavily concentrated in large hotels and formal commercial offices, while major markets in the capital, particularly Bakaaraha, and many other businesses are not applying the tax consistently.
Informal Deals and Exemptions
Merchants in Mogadishu, some of whom asked not to be named for safety and business reasons, told Goobjoog that some tax authority officials are entering into informal agreements with traders to reduce or completely exempt them from paying the official VAT.
One trader at Bakaaraha market explained that many commercial premises do not use the official registration and payment system, but instead, some tax officials arrange verbal agreements, providing a fixed monthly sum instead of the proper tax.
Regional Comparison and Concerns
While large hotels and service providers consistently pay VAT due to close monitoring of their financial transactions, other sources indicate that additional businesses are finding ways to bypass the formal tax collection system.
Residents of Mogadishu note that VAT is clearly applied when they stay at a hotel or use a service, but often not when they buy goods at other markets. Experts warn that a low tax rate combined with weak enforcement leads to low revenue.
