Terms of the unpublished weapons agreement

The National Committee alone shall retain, store, or control Gaza weapons, with collection described as domestic. All factions and clans shall cooperate with the committee, which is the sole authority for registering weapons and enforcing law.

Conditional phases and international monitoring

The agreement ties each phase to verified completion of prior obligations and links weapons inventory to phased Israeli withdrawal from Gaza areas it controls. Preconditions include Sharm El-Sheikh Protocol completion, committee entry, and force deployment, none fulfilled.

Parties have 14 days to finalise timetables under an International Verification Committee. The Stabilization Force monitors compliance and aid flow but performs no policing or ceasefire enforcement. Internal security stays with the National Committee.

Hamas stance and financial limits

Hamas official Ghazi Hamad told Reuters the group keeps weapons until Israel halts attacks, allows aid, and withdraws per the October ceasefire. Israeli source cited no withdrawal from the Yellow Line cutting Gaza.

The National Committee may address obligations up to $400 million over three years, deferring further claims. Militia personnel are not absorbed into police; police get civil roles, fighters only vague reintegration promises.
