Yemen's internationally recognised government has launched a nationwide call to arms, asking citizens to contribute in every way possible to fight the Houthis and recapture the capital of Sanaa, which it lost in 2014.
A National Call to Arms and Amnesty Offer
Rashad al-Alimi, head of the ruling Yemeni Presidential Leadership Council, delivered his first speech since government forces were routed from the Red Sea coast, urging the population to join the fight. He also announced an immediate amnesty for Houthi fighters willing to defect, signalling that the government will not seek revenge in a way that could risk the conflict descending into tribal warfare.
Al-Alimi pledged to restore state institutions and exercise sovereignty over the entire country, including Sanaa. The offer of amnesty is intended to prevent the war from spiralling into tribal warfare, though analysts say it is unlikely that the estimated 350,000 Houthi fighters will defect any time soon.
Houthi Advances and the Collapse of the Truce
The mobilisation comes after the dramatic collapse of the 2022 government and Houthi truce, which had paused 12 years of fighting. In September, the Houthis captured the city of Mocha and Mayyun Island in western Yemen, and their Red Sea offensive gave them control over the Bab al-Mandeb strait, one of the busiest shipping routes in the world.
Government forces were routed from the Red Sea coast and remain bogged down in fighting in Taiz and Marib. Even rare victories have proven short-lived, as the Hays district in al-Hodeidah was briefly taken by government forces in early September before falling again to the Houthis just days later.
Regional and Global Fallout
Saudi Arabia, Turkiye and Pakistan announced that an emergency meeting of military chiefs would be held to address the threat, while Riyadh claimed to have intercepted six Houthi ballistic missiles targeting the Yanbu area and Taif in the last 24 hours. Saudi Arabia has also announced a naval coalition for the Red Sea.
The vice-president of Yemen's internationally recognised government council, Abdullah Abdulkader Al Alimi-Bawzer, addressed the United Nations General Assembly last week, warning that the Houthi militias' use of the safety of navigation as a tool for blackmail threatens not only Yemen but is taking hostage the entire global economy.
