Residents of Coral Bay, Western Australia, have rejected a proposal from the state's Department of Biodiversity, Conservation and Attractions to replace a permanent war memorial with a portable structure, calling the suggestion bureaucratic and inadequate for a community that honours its fallen soldiers every Anzac Day.
Years of Lobbying for a Permanent Memorial
For several years, residents of Coral Bay have campaigned to build a permanent war memorial on the town's foreshore, where hundreds gather annually for the dawn service on Anzac Day. Jacqui Price, a six-year resident, said the community and tourists alike cherish the opportunity to honour and remember their Anzacs at the site. The proposed memorial, designed with two low white intersecting curves and two flagpoles, has received approval from the state RSL, the Gascoyne sub-branch, the Carnarvon Shire, the Coral Bay Progress Association, and traditional owners.
The location, Baz's Park, is already a well-maintained public space equipped with toilets, showers, barbecues, and fish-cleaning stations, managed jointly by the shire and residents. The lawn is watered and kept in good condition by staff at a nearby caravan park, making it a fitting and established venue for commemoration and reflection on the sacrifices made by those who served.
DBCA Proposes Portable Alternative
WA's Department of Biodiversity, Conservation and Attractions (DBCA), which manages the reserve, has refused to allow a permanent structure to be built, citing its policy that the construction of permanent memorials on managed reserves is generally not supported. A DBCA spokesperson stated that this approach helps to protect the natural, cultural, and aesthetic values of these areas and avoids the proliferation of permanent structures that may affect their environmental, cultural, and social significance.
The department recommended relocating the proposed memorial to alternative land holdings, but under the township's multiple tenures there is no public open space available except Baz's Park. Sandy McGinn, president of the Gascoyne RSL, dismissed the suggestion, saying it is bureaucracy gone stupid and that a portable object would not meet league approval or be considered a proper memorial.
Community Demands Respect and Recognition
Ms Price questioned the department's reasoning in denying the community of Coral Bay and visitors the opportunity to show their respect, emphasising the need for a dedicated place to remember fallen soldiers and those who fought for peace. She noted that people are increasingly realising the sacrifices made, and memorials serve as vital reminders of that dedication.
Mr McGinn added that country towns, and Coral Bay in particular with its large seasonal population of older people, deserve a proper memorial that gives them somewhere to reflect. He described the portable proposal as ridiculous and stated that such an approach will not fly in a community that values honouring its military heritage.
