Violence has resumed in Ethiopia's northern Tigray region, pitting the national army against regional forces after more than six months of escalating tensions. The African Union, which brokered the 2022 peace deal, has called for an immediate halt to hostilities and a return to direct negotiations.
Background to the Escalation
The war in Tigray ended in 2022 under an uneasy truce brokered by the African Union, known as the Pretoria Agreement. However, several unresolved issues have inflamed tensions between the government and the Tigray People's Liberation Front (TPLF), the party that governs the region. The AU mediator estimated some 600,000 people died during the conflict, which drove the region to the brink of famine.
The TPLF lost control of western Tigray to Amhara forces during the war, and the government insists the territory's future must be decided by a referendum. Meanwhile, the TPLF has restored its pre-war administration, disbanding the interim government set up by Prime Minister Abiy Ahmed, worsening economic conditions as civil servants go unpaid and services collapse.
The New Alliance and Military Dynamics
A major development has been the TPLF joining six other armed movements to form the Alliance for Survival, which includes Amhara's Fano militia and the Oromo Liberation Army. The government has criticised the alliance as an attempt to destabilise the country and accused Eritrea of supporting armed groups inside Ethiopia, though Asmara denies the charge.
Reports indicate that federal forces have been using drones and other military operations against Tigrayan forces. The TPLF says it was responding to a federal offensive, while the government claims Tigrayan forces attacked first after seizing control of airports. Residents in one recently targeted town told the BBC the drones had hit two schools.
Diplomatic Efforts and Risks of Wider Conflict
The AU has asked former Nigerian President Olusegun Obasanjo, its special Horn of Africa envoy, to engage the parties urgently. It has also specifically urged all neighbouring countries not to take actions that could further escalate the crisis. The UN has made a similar appeal, warning against a wider and more devastating conflict.
The fighting has already moved to areas over and along Tigray's borders, while the government is simultaneously dealing with armed conflicts in other regions, particularly Amhara and Oromia. There is also a fear that Eritrea could be drawn in again, this time against the government, potentially complicating matters further.
